   A hacky workaround is to use the Transform effect instead of standard layer transform, and make sure Effects & Masks is selected instead of Source. Unfortunately you can lose quality (e.g. Transform effect scaling up on a shape layer will treat it as a bitmap instead of vector/continually rasterized), but can work OK with position or scaling less than 100%.

   f = frames. Option/alt-click on the timecode on the top-right of the timeline panel to cycle through all the various time formats. Or File → Project Settings → Time Display tab to choose from lists.
