    I'm running into the exact same issue. I have three Dell 2007FP monitors. Adobe Premiere is running on my center monitor and I want to playback full-screen on my right monitor. However, full-screen playback is currently stuck on my left monitor.

    I can select and de-select monitors in the Video Device check-box list in Preferences/Playback. However, when I hit OK nothing changes and it does not save my selection. Returning to the check-box list either reverts to the previous selection or appears to randomly select monitors.

    As a result, I am unable to de-select my left monitor as the full-screen playback device and I am unable to select my right monitor as the new playback device.

    I'm running Adobe Premiere Pro v13.1.3 (Build 9) on Windows 10 using a XPS 15 9570.
