Currently, Premiere uses the Lanczos method for intrinsic scale and rotation. Lanczos is an exceptionally high-quality interpolation method which generally yields better results than bicubic, bilinear or nearest neighbor. From reading the forum post, it seems that up-scaling is the real issue here. I suggest looking at the Detail-Preserving Upscale effect in After Effects. It does a really good job and gives you some parameters to tweak to fit your specific content.

I too am unable to use the Auto Match, it won't even show an Analyzed Loudness, it just says "Not Matched".

This functionality seems to be broken again in 13.1.4. The hamburger menu does not always appear, the drag box of the window is improperly small, and I cannot get it to undock. Windows 10 1809.
Edit: this bug only effects the panel when it is attached to the bottom attachment point of a panel on the Application Window, see https://forums.adobe.com/message/11207359#11207359

For others viewing this comment, you can add folders as Additional Folders, and this setting is stored in the profile in the Documents folder so it would be portable if that folder is moved between computers. This combination of functionality roughly replaces the Program Files folder. https://helpx.adobe.com/premiere-pro/using/motion-graphics-templates.html#BrowseandmanageMotionGraphicstemplates
