This is possible for non-enterprise users: https://forums.adobe.com/message/11210912#11210912

For others viewing this comment, you can add folders as Additional Folders, and this setting is stored in the profile in the Documents folder so it would be portable if that folder is moved between computers. This combination of functionality roughly replaces the Program Files folder. https://helpx.adobe.com/premiere-pro/using/motion-graphics-templates.html#BrowseandmanageMotionGraphicstemplates

Currently, Premiere uses the Lanczos method for intrinsic scale and rotation. Lanczos is an exceptionally high-quality interpolation method which generally yields better results than bicubic, bilinear or nearest neighbor. From reading the forum post, it seems that up-scaling is the real issue here. I suggest looking at the Detail-Preserving Upscale effect in After Effects. It does a really good job and gives you some parameters to tweak to fit your specific content.

I too have replicated this issue, specifically with XDCAM 35 media

Are you able to demonstrate a measurable performance difference when playing back the same project in both 13.1.4 and 12.1.2?

Are you able to demonstrate a difference in processor usage in identical projects in version 13.1.4 and 12.1.2?

I remember this feature from CS 5.5 nostalgically
