The fix for this bug can be found in Beta build 22.0 × 144 or after. If no issues new issues are reported, the fix will be in the next shipping version of Premiere.
Thanks for your patience.

Adobe! What the F*&%?? I am STILL experiencing this bullsh%$ mercury transmit issue in Premiere Pro CC 2019, spending hours just to be able to work with client who need to see the client monitor and yet I have updated now to the latest version and STILL it persists! How the **** can you allow such a broken application to see the light of day? We are professionals paying for this piece of SH$T and we have to face these issues! I dont think you realise how serious this is!
FIX IT!!!

I get it even on a simply ultra key matte, when I key out the green screen and put a background underneath. The moment it is rendered in flickers as if there are unrendered bits in between. Really stupid and annoying to say the least!
