Similar problem here. M1 Mac Mini. Repeated frames when speed adjusting clips on render. Would actually play a previous frame after a new frame or jump forward a couple of frames resulting in steppy, glitchy playback.
Did solve problem by switching to software render. But this is a serious bug and I was in the same situation - client over the shoulder, people depend on you and I was delayed by about an hour sorting it out as I tried different things (like switching renderers from optical flow back to frame blending etc.)

Have you tried software render instead of hardware...

Badly needs fixing. Also would be great if it worked in the background. It also stops and won't continue if you have proxies attached that you've deleted at the end of the project. In general it doesn't play well with proxies, trying to archive all of them, not just those attached to a sequence.

We absolutely need to be able to run Media Encoder on unlicensed computers as render only solution. Perhaps make it so it has to be set up under a license / watch folder but then can run in "render only" mode with jobs sent from Premiere Pro or After Effects.
After effects has had render nodes for years - it can't be that big an ask.MondoTV supported this idea ·
AFAIK Premiere pro does not support export of alpha channels - you need After effects for that.
