HEVC decode and encode is supported with Premiere pro. Please test the latest build.

Hi Dean,
Please share a sample file and your system specification. Premiere can decode GoPro HEVC file using Nvidia, AMD and Intel decode on Windows.
On MAC VTB support is available

Hi Rafael,
We have identified the issue and have a possible fix in latest beta build. We request to try it out latest Beta build of Premiere Pro or Adobe Media Encoder. Beta will install separately from 14.2, so it should not affect 14.2.
You can access latest Beta build from Creative Cloud App > Beta Apps
Please let us know whether it works or not.
