I have just had this happen, but from different clips in 13.0.1. Almost like an echo. I just upgraded to 13.0.2 and the same timeline no longer exhibits the problem. Maybe upgrading will help you too.

Ditto on 13.0.2. It does not seem to matter how often I "Edit Workspace" to pull the default workspaces out of the Bar, and put mine back where I want them, the next time Premiere starts up, it resets the Bar to defaults.
