After reviewing this report and discussing how the mouse wheel is used in 3D comps and the intent of the new behaviors with the camera tools in After Effects 17.5, we’ve decided to make a small change.
In Preferences > 3D, the Mouse Scroll Wheel Behavior option will now default to Magnify Composition, instead of Dolly Camera.
Given all of the factors, we concluded this is the best option to balance typical workflows and the new camera tools. And if you preferred the Dolly Camera option, this is an easy change to make.
This change will be in the next update for After Effects Beta (version 17.6, build 42 or later). Please test it when available and let us know if this feels like the right change.

Please go to Preferences -> 3D -> Camera Navigation - Dolly -> Mouse scroll wheel behavior and select Magnify Composition option. That should fix your issue.
The issue that was solved was when the Zoom tool is selected, holding the alt-key down would not zoom out and would instead activate the camera tool. This should be fixed.
So sorry you're experiencing responsiveness issues. Can we get a little more details about when you're experiencing this problem? Do you have many (hundreds or thousands) of layers in your composition?
If so we may have a fix for you. Could you try out the latest AE Beta and see if it behaves better for your use cases?
If not, we'd love more details about your setup and use cases in order to diagnose and fix it.
