After Effects 15.1 does support DNxHD and DNxHR codec QuickTime files. The problem you are experiencing is likely either a limitation of this support, or a damaged file.
Since the release of After Effects 15.1, we have seen reports of similar cases where QuickTime files using natively supported codecs will not import. When files are available to us we can inspect them; mostly what we are finding is that the QuickTime file in question is structured in a way that is no longer supported. As the QuickTime format was developed over many years, it incorporated a number of unique features that are not supported natively by After Effects. (For example: complex edit lists, where the single QuickTime file could contain multiple media streams with in and out durations that were defined by an edit list, much like an NLE could create.) In previous versions of After Effects, the 32-bit QuickTime process was available to handle these cases. Now that this is no longer available, such files will not import. For a future update, we are looking into providing better error messages for cases like this.
We would like to look at your file so we can validate the problem and identify if there is an improvement we can make in our support for QuickTime files. That said, we do not intend to try to replicate support for all features that were in QuickTime. You may need to transcode the video into a new QuickTime file, using an older version of After Effects, Adobe Media Encoder, or another application.

The video was created by Autodesk Flame, but files created by Avid Media Composer don't work either. Did you have a chance to download the video I sent to 'aebugs@adobe.com' ?
