You should not have an issue with this if you a) update to the latest WIN10 and High Sierra or better on Mac. b) ingest compact flash card disc based footage properly, that is, by copying the entire contents of your CF card to your hard drive, then importing the footage via the Media Browser.

Many editors have no idea you need to ingest CF based footage differently now. Simple importing had worked in the past, but there was also different support for Dolby decoding in previous packages. We no longer have that luxury. If you don't see this issue vanish by ingesting properly, post on forums, please.

HEVC and H264 already have format support for import. For export, just use AME. No?

Recommend that you move off the Legacy Titler and move into the more modern Title Tools. Much more flexible when designing with backgrounds.

Which camera did these clips come from originally?

Premiere Pro already has that feature. Available in the Button editor. Let us know if it is suitable enough for you.

For VR, I would recommend a lot more RAM and a GPU with a lot more VRAM. An update for your CPU is also warranted, see this white paper: https://www.pugetsystems.com/labs/articles/Premiere-Pro-CC-2019-CPU-Roundup-Intel-vs-AMD-vs-Mac-1320/

I don't believe it's a Premiere Pro issue. VR requires a huge amount of power. When you updated your software, you also need to update your hardware. You can solve your issue, but it's going to cost some money for a VR hardware upgrade.
