Currently, Premiere uses the Lanczos method for intrinsic scale and rotation. Lanczos is an exceptionally high-quality interpolation method which generally yields better results than bicubic, bilinear or nearest neighbor. From reading the forum post, it seems that up-scaling is the real issue here. I suggest looking at the Detail-Preserving Upscale effect in After Effects. It does a really good job and gives you some parameters to tweak to fit your specific content.

This is a bit of a correction--even though the current problem still stands.
In order to create an Add Edit while the program monitor is maximized, it must also be SELECTED. Currently, if the Timeline window/panel is selected but the Program Monitor is only maximized (and not selected) the Add Edit key command does not work.
My request that whether the Timeline or Program Monitor is Selected, whenever the Program Monitor is maximized, that "Add Edit" key-command and function still performs as it should.

I'm using macOS Sierra on a 2017 MacBook Pro.
I'm not sure what it says right now; I'm not able to check. I just know that the first time I try and save a noise print, it'll look like it's saving but it won't. And when I open the save box up again, the name is still maintained (example: "jessicasinterview_01") but it won't be listed in my saved folder so I'll just save a second time. No need to name it. I think this may be my problem, but I'm not sure. My media cache locations are all on an external, but when I export and often times when I'm just using Premeire, some mystery cache files will completely fill up the hard drive while I'm working. The only fix is to force quit Premiere. Then the hard drive space is recovered. I've seen Premiere eat 3gb in about 15 seconds while I was working.

This is one of my main issues with this program. Half of the time, having Markers on a timeline makes the editing experience harder, not easier. We should be able to select footage and markers at the same time.
