This appears to be fixed in the 15.1 release. Is anyone seeing this problem in 15.1?

Francis, an override option (toggle with default to on = safe limits and option for off = no restrictions on x/y positioning) would address the behavior most users expect, but with the control that some users want.

The problem would be less significant if caption tracks were subject to Effect Controls. In versions prior to PR 15, some users got around this limitation by using Effect Controls. And there are other requests that address various limitations of the new caption workflow that are due to a caption track not being subject to Effect Controls. But the new workflow should really address these without resorting to Effect Controls for workarounds.

See this post that elaborated on Shane Andries method below using nesting to provide for some of that functionality.

This is not a bug, it’s as designed. We specifically limit the visibility to one track at a time to avoid accidentally burning in multiple tracks. Also, when exporting to a format that only supports one captions stream like SRT or STL, we need to know which is the active track in order to export the correct track.

But I understand why you might need two tracks visible at the same time.

    Multiple speakers:
If we could automatically identify speakers and designate a style associated with them, would that help? For example speaker 1 is blue and on the left, speaker 2 is yellow and on the right?

    Multiple languages:
Do you ever need to burn in both at the same time or is it just a matter of being able to see both to aid in translation and alignment?

Thanks for the feedback, we really are listening :)

Mike, thanks for adding your information. Matt, see this thread where Trent Happel and I discuss the problem of how to move the second block.

Occurs with Vimeo also. I discovered when publishing to both. Does not occur when queuing to AME. Does not occur in PR 2019.1.5.

See this forum thread that Jason started:
    https://community.adobe.com/t5/premiere-pro/aspect-ratio-bug/td-p/11481988

I confirmed the problem on PC Win10, PR 14.4.0 with UHD material. Created HDV 1440x1080 sequence and used 3840x2160 video.

There are at least 4 user voice reports of this issue. Occurred with 2019.0.9, fixed with 2019.0.1 but appears back with 2019.0.2. My tests indicate occurs when using Windows advanced scaling at 125%. Workarounds are to remove scaling, adjust the size of the panel (program monitor in particular), or to change to 150% scaling (perhaps).
