Its now possible to add videos to the Mogrt from within PR so that any of your effects and blend modes will be applied to the video you feed the Mogrt.
This feature is now in public beta in AE and Premiere Pro.

Very much yes to this. In Cinema 4D this is called sticky keys where a second tool is temporarily evoked when a tool shortcut button is held and reverts back to the first tool upon release.

TaranVH has a point that the selection tool already has modifier keys associated with it and that the tool has dual functionality. I personally am not a fan of having to switch tools unless it's implemented like Sticky Keys in Cinema 4D where a second tool is temporarily evoked while you have a button held and reverts back to the first tool upon release.
So perhaps as an alternative & to keep muscle memory workflows intact, keep the selection tool as is, but expand the selection functionality of the tool by adding modifier enabled marquee selection to the middle mouse button instead. Middle mouse drag to create a marquee selection, Shift+middle mouse drag to marquee add, alt/option middle mouse to marquee subtract- kinda like photoshop.

Select in to out is still lots of clicks/keystroke to arm the track(s), set new in/outs, and evoke the command vs one modifier & a marquee selection swipe.
Plus with select in to out, you still can't bulk subtract clips from a current selection or add to a selection with non-contiguous clips as you would with a modifier-enabled selection tool.

In Cinema 4D, holding down a key to temporarily activate another tool & revert back to the first tool upon release is called Sticky Keys. I'd love sticky keys throughout Premiere.
Whichever way its implemented, please make the hand and zoom tools work in bins as well! As a wacom user, it's a workflow downer to have to grab scrollbars in bins when in my timeline in can switch to the hand tool and quickly & easily drag from anywhere in the window. The bins should be just as easy.

I remember Avid has a 'set bin' option where all your captured media would go to. Seems like an unnecessary step to reorganize your captured clips after the fact
