The upgrade takes up to 3 working/business days to start working on your device. If you purchase the upgrade on a Friday do not expect to receive the upgrade on your device until the Wednesday/Thursday at latest!

OKAY GUYS LISTEN EVERYBODY. (SOLUTION FOR MOBILE VERSION)
It was a painful process, I already wasted 1 week from my subscription but I have figured out a solution.
The main problem is if you login with your Facebook. The system won't connect your subscription, since you have only a social login which is kinda different than a standalone Adobe ID login.
What to do?
1. Install Creative Cloud application.
2. Login with Facebook.
3. Logout from Creative Cloud application.
4. Login with Adobe ID
5. It will say: you logged in only with Facebook previously. Please reset password and confirm with your e-mail. (e-mail which is used on your Facebook)
6. You confirm, create a new password.
7. Logout from all devices checkbox.
8. Then login to the Creative Cloud with Adobe ID.
9. Start Rush from Creative Cloud and login with Adobe ID if needed, but it will automatically logs in, and the "Upgrade" will disappear if you have bought an active plan.

I have tried absolutely every "FIX" that any one has suggested and nothing works. NOTHING is going to get this video I spent days on to export. So upset right now.

I have a CC subscription, so I don't know how that many effect others, but I went to my CC Desktop app and went to "Other versions" and went back to 1.5 without issue. Hope this helps!
