Should be free for CC subscribers
I don’t think I should be paying $9.99/mo. for the ability to use this tool, especially since I already have a CC membership.

What exactly are you subscribed to? You should get full access to Rush with a single license for Premiere Pro or a full Creative Cloud membership.
