Retention of Applied Plugin(s) and/or Effect(s)
User should have the option to (1) close an instantiated plugin/effect/chain instance after applying (this is the current behavior). Or, (2) allow the instantiated plugin/effect/chain to remain active after applying. This would free the user from the need to constantly re-instantiate. One case example would be the use of an EQ instance to apply a surgical high-pass filter to "spot process" consistent plosives throughout a recorded piece. Bypassing the plugin/effect/chain after it's applied without physicilly closing it establishes easy (future) accessibility.

I assume you're working in the Waveform editor, open an effect and adjust some parameters, then click Apply. The effect is applied to the waveform and the effect UI window closes.
You're requesting that the effect UI window remain open so you can make additional modifications and apply those? I think I understand. The example you've provided puts it in good context: You often want to apply the same effect and settings (perhaps) to multiple selections within a single file. Keeping the effect window open (Apply and Keep Open, rather than the default "Apply and Close") would make this much easier.
Would a modifier key being pressed when clicking Apply suffice? For example, if you just clicked Apply the current behavior would occur, but if you held Command/CTRL and clicked Apply, the effect could remain open.
