3d options not available on 4k monitor scaled to 150% (BUG)
Running AE 18.1.0 (Build 38) on Windows 10. Using a laptop with a 4k monitor connected. AE is running on the 4k monitor, and the monitor is scaled to 150% via Windows Display Settings.
I created a comp with 3D layers in it, but the 3D buttons/options that are normally in the comp panel do not show up (3D Fast Draft, Camera Selection, 3D View Layout, etc). I am aware that in this most recent version, the 3D options only show up when a comp with 3D layers is active. This is not the issue I'm having. If I drag the entire instance of AE to my laptop monitor, which is 1920x1080, the 3D options immediately appear. When I drag AE back to the 4k monitor, they either again disappear, or at best, are visible but unclickable. They then will disappear if I resize a panel or change the size of the AE window.
Also, if I drag the size of the AE window to enlarge or shrink it, the first 3D option appears at the very bottom right of the comp panel while dragging, but the rest of the options appear to be cut off, beyond the comp panel (see attached screenshot). The button usually disappears when I stop dragging.
If I change the scale of my 4k monitor back to 100%, the 3D options appear as expected. Changing back to 150% (or 125%, which I also tested) makes those options disappear again. Using AE at 100% at this screen size is not an option for my particular setup.
I have tried this in both my custom workspace and the default AE workspace (in both, my Comp panel is docked). I have also tried this in a fresh project as well as the project where I initially discovered the issue. A coworker with an identical setup confirms he is seeing the same behavior.
I'm not sure if this is a bug that can be fixed on Adobe's end or if it's a problem related to Windows scaling settings, but it obviously makes it very difficult to work with 3D comps without access to those options!
Thank you for filing this bug. We have been able to verify that the 3D controls in the Composition panel toolbar won’t draw correctly on Windows in two cases:
1. Changing the display scaling of the monitor while AE is active.
2. Moving AE (or possibly just the Comp panel) to a monitor with a different display scaling factor.
The result in both cases is that when AE calculates where the 3D controls should be drawn, it’s not factoring the change in display scale and it’s drawing them in the wrong place. If the display scale increased, there are fewer pixels to work with so the 3D controls either get cut off or disappear. If the display scale decreased, the 3D controls are all there but they get an extra margin on the right.
The workaround is to restart AE, so that the 3D controls read the display scale correctly on startup.

When I open AE, it starts up automatically in my 4K monitor (which is scaled to 150%). My other monitor (which is my main monitor) is a 1080 100% scaled monitor. When AE starts up, the buttons are missing even though it's always in the 4k monitor. So it seems to scale itself to the other monitor, rather than the monitor its opening in.
