aerender will not complete render of any size
I am attempting to use the command line renderer for after effects to render a project.
My overall goal is to run this code in Windows cmd:
for /l %x in (1, 1, 20) do (
start aerender -project "C:\Users\nbroderick\Desktop\DesktopTest\Render_Test.aep" -mp
TIMEOUT /T 2
which was inspired by this post:
However, when I launch aerender.exe and initiate a render...it makes a 0kb file, hangs on the first frame, and never finishes (left it for 16 hours). In fact, it will not render ANYTHING. Even the 'simplest' (100x100px, 10s long, 1 solid layer, no effects, 1 item in the render que) test project produces the same results.
My Machine (I shouldn't be having issues):
Processor: Intel Xeon Gold 6138 CPU @ 2Ghz
Video Card: Nvidia Quadro P5000
Edition Windows 10 Pro for Workstations
OS build 12134.885
Steps I have taken:

Wrote cmd test code that launches the desired task just once:
start aerender -project "C:\Users\nbroderick\Desktop\DesktopTest\Render_Test.aep"
Tested simplest-possible project in multiple output formats.
Found others with similar problems:
- I even googled a non-fatal "openvrpaths.vrpath" error aerender gives me, hoping to find some answers. No dice.
Can anyone shed any light at all on this baffling issue with the command line renderer? What is going on? Why is aerender.exe non-functional?

Small update: On a different computer, I was able to get the test project to render correctly, but the full project showed the same behavior. Still not working.
The plugin renderGarden performs a similar task, and also hangs in the above described way
