Audio and video playback bugs

When playing back only the audio on the After Effects timeline, the beginning of the audio is cut off and it can not be played back properly.
How, if you play video and audio simultaneously, you can play audio normally.
This happens even if the composition has only an audio layer.
You can confirm that After effects are playing in real time from the information panel.
The environment of PC is as follows.
Windows Main PC
CPU: Core i7-8700K
GPU: RTX 2080
After Effects: CC2019
Windows Sub PC
CPU: Core i7-7700K
GPU: GTX 1080 Ti

There is also another serious problem.
When you play a video on the timeline, the playback frame may be swapped, the video preview may be broken, or the image may be broken.
If you look at the information panel, you can see that is playing in real time, but it has not been able to play normally.
But, when loop playback is set, the second and subsequent playbacks are normal.
I have two Windows PCs, but the same thing happens on both PCs.
What is the cause?

I have had the same issue for a version or two. It's not solely this person's machine or OS. I'm on macOS 10.13.16.
If I play audio only (traditionally the . key) it plays off a few frames, generally it cuts off the beginning of a word in a voiceover. If I play with any video source, even just having it set to overlays, it plays fine. It's a sync issue of some sort. If there's video it seems to sync and sort of genlock together properly. If you only play audio, the audio is out of sync with where it should be in the timeline. It seems to be about 4-5 frames in my case.
My studio mate doesn't have that issue, and he's on Windows 10. The main difference I can see is that our Japanese friend's computer and my computer are running AMD GPUs. My mate's computer is running nVidia. I've tried with GPU accel on and off though and it makes no difference. No matter what I tried, nothing fixes it but adding a video preview, which kind of defeats the point.
