Thank you for filing this bug report.
We need more information to be able to investigate this problem.
Can you post a project that experiences this problem? And/or a screen recording of the problem in action.
Post a link to your files here, or if you prefer not to post publicly you can send it to email@example.com. (If you send to that address: A) Do not send .zip files, they will be blocked; renaming to .thisisazipfile is OK. B) Post a comment here when you have sent the email. I need to manually check that inbox.)
Apparently the .aep file isn't allowed, but hopefully you see what you need in the screenshots.
Retrying attaching the .aep file....
I'm also experiencing this issue. Attaching a sample .aep and 2 screenshots. Substitute in any .ai image you want for "eastshores_Warning_Notification.ai". I don't think you'll be able to see the problem without a linked image.
With either motion blur or continuous rasterize turned off, the images appear in their proper locations.
With both blur and rasterize on, the frames outlining the layers still appear in the correct position when you hover over them with the mouse, but the images themselves don't display there. They jump to the top left corner in my case (i think one disappears entirely).
