BUG: Sync Settings NEVER WORKS.
Every time I upgrade After Effects to a new version, sync settings fails. Currently trying to upgrade to cc2019 from cc2018. From cc2018 select sync, 'Upload' and get message "Settings are already in sync with Creative Cloud. No synchronization necessary." Open cc2019, select sync 'Download' and get message "There are no settings stored in Creative Cloud for this account. No synchronization was performed." I tried looging out and then back in of the account to no avail. This issue has repeated itself every update cycle.

Never had it work... tried 2021 but still nothing.
Every update i have to manually change everything and setup new ketyboard shortcuts etc -

I had a similar problem around the time of this posting. This time it worked for me.
But I'd like to add that even when you get sync working, output modules never do. I had an error where AE said it couldn't sync because a device didn't exist—which only threw an error when I opened and closed preferences. It turns out, if you have a different audio device set up when you upload prefs it will fail if that device doesn't exist on the machine that's being synced. That makes no sense. Hardware prefs shouldn't sync or should fail gracefully if that hardware can't be found. Everything else should work.
