Make cache playback work with UI scaling in Windows 10
When any scaling other than 100% is set in Windows10, cache playback will never hit realtime, although its reading from a cache SSD, like in my case. This is really annoying.
Similar problem in Mac OSX 13.5. Mine is weird though because it will play back at the correct speed, but randomly drops frames. If I watch a short segment of my animation on loop, it looks a little different each time. I do not get the "Not realtime" red text in the Preview window. Setting the scale down to 100% doesn't solve it. I'm also on a single 4K monitor.

Just found that this is a bug since 2014... also found that playback speed is much better when you deactivate "Show cache indicators" on the timeline preferences, so a pretty localized bug it may seem.
