Low use of GPU
Adobe Media Encoder is barely using my GPU and this is making the rendering process 10x slower and I can't fix it.
I set it to CUDA but it still uses about 1% to 40% of GPU.

Not sure if this will help your issue, but I had a similar issue until I realized that one of the settings I had chosen didn't support hardware encoding. (I had accidentally set it to a 2 pass VBR.) In Export Settings make sure Encoding Settings Performance is set to Hardware Encoding and it should give you an error if your settings won't allow for it.
