Errors when attempting to upload to YouTube
I recently updated Media Encoder (14.0.4) from a previous version of Adobe Media Encoder 2020. I was using the YouTube Publish option in the Export Settings which was working fine in the previous version. After updating, I can no longer upload. I am logged in, and the channel is showing, but now there are no playlists showing anymore. The Playlists dropdown just shows "none". After encoding, the upload fails. When looking at the logs I see that there is a quotaExceeded error. However, I do know that my personal quota has not been exceeded. I have tried to sign out, and sign back in which does not work. I have problems signing back in and get the actual channel list.

What Stephen Studyvin said on April 24, 2021. I have the same issue after updating from the previous major release, 14.9 to 15.1. This seems to be a consistent problem with ME. Luckily there is a workaround but it is cumbersome.

For future reference, and if anyone else ever stumbles upon this, this same problem happens every time there is an updated version of Adobe Media Encoder. So this happened again after updating to AME 2021. My only solution was to keep prior versions installed. Before updating to AME 2021 (I actually had to uninstall it) then I opened the older version of AME 2020 and logged out of YouTube from the preset settings. Then I exported the presets. I then quit the old version of AME. Then installed the newer version (AME 2021). During install, it asked me if I would like to use the old preferences, and I chose no. After it was installed, and I opened it, I was successfully logged out of YouTube. I then imported the old presets and logged back into YouTube.

Still having issues with this. For some reason downgrading to 14.0.3 initially worked, but after several days the bug is back. One thing to note is that it seems to get stuck remembering the login to my YouTube account even after I click the "Log Out" button, Click Ok to save the settings and close the settings window, when reopening the settings window for the same itme in the Queue, it shows that I'm logged back in.

I have determined, by uninstalling AME 2020, 14.0.4, and installing 14.0.3 that it is indeed the update that is causing this to fail. I uninstalled 14.0.4, and reinstalled it, and it still was not working. Then I uninstalled and then installed version 14.0.3, and the upload immediately worked, and successfully uploaded a video to YouTube after encoding.

No help on this? I have contacted support, but they don't seem to know what's happening with this.
