AME 2020 fails on encoding 4K HEVC(H265), in AME 2019 it works fine
Today I repeatedly tried to encode a 4K HEVC(H265) file, and I got very quick fails with error code 7 (Out of Memory). Checked save locations, memory usage, disk cache, etc. Closed AME2020, reopened, etc.
Then I reinstalled AME2019, and it worked like a charm.
So it's a new bug, I guess...

You can render H265 without bugs with AfterCodecs an exporter plugin https://autokroma.com/AfterCodecs/

Same problem here.
Used to work fine on AME 2019, but in 2020 I keep getting the same error over and over again.
But no solution yet I suppose? I've updated all possible drivers and software involved, that didn't do the trick.

I am experiencing the same issue.
I have 32GB of system memory, with 26GB allowed for adobe apps. Checked usage and nowhere near hitting the limit.
double SSD media caches
