Bug: Lumetri LUTs not available for creating Presets
When creating an Encoding preset, not all the installed LUTs, that show in PP, appear in the Lumetri Look / LUT dropdown. Further, I have been unable to import 3rd party Panasonic LUTS using the "Select" option in the dropdown. Apparently, the only compatible LUTs are in a legacy .ITX format? As a result, I am unable to apply a simple V-Log-to-Rec709 LUT to dailies footage that I want to transcode for client use, nor am I able to add such LUTs when creating proxy files. None of the supplied LUTs appear to have been designed as technical LUTs to convert log footage to Rec709.

Holy **** is this bug every annoying when you finally realize you need it. Only .ITX files list for me but nothing using .CUBE

There are a couple of problems we have in this area that we are working to resolve.
1) In the Effects Tab in the Export Settings, the Lumetri Look/LUT effect only shows Looks/LUTs that are in the Creative section of Lumetri. It does not show LUTs that are in the Technical section or LUTs that you install into the custom LUT folders.
2) Choosing Select allows you to navigate to a LUT anywhere on disk, but once you select it, the dropdown menu shows Applied: None. This is a bug. The LUT actually has been applied, however. Ignore what the menu says and see that the LUT has indeed been applied.You can save an encoding preset with the V-Log-to-Rec709 LUT applied and use it for a dailies process. Cube LUT files are supported, but you may have downloaded ones that are intended for Davinci Resolve which are incompatible with Adobe products. Look for ones intended for Premiere / Speedgrade.
We are aware of these limitations and are working to resolve them. We totally understand the frustration some user have around this area.

To simplify: if I try to create an Encoding preset for Log footage (for proxy creation), I should be able to add a LUT, but the Effects tab selection for "Lumetri Look/LUT" does not show most of the Lumetri LUTS (either built-in or custom installed). So, it is impossible to add a LUT to the footage when ingesting or creating proxies. Adobe Support confirmed its a bug in December but has still not addressed.
