Fix the Import shortcut design flaw in Folder Windows
When you open a folder in list mode and the number of folders fills the window from top to bottom, there is no 'empty folder background' space in which to right click to import files or folders. You can only click on one of the folder rows which will import new assets into a subfolder which is not what we want. There needs to ALWAYS be a sliver of open 'right-clickable' space, either in the margins or at the top and bottom of the folder, regardless of how many subfolders are in a folder. This problem seems to go away in full-screen mode for a folder but not in 'non-full-screen mode.'

I notice that sometimes I can drag the window down and an open space at the bottom will appear. But not always. It would also be more useful if we didn't have to do this at all. There should be some margin on the far left in list view that is always part of the master folder which is clickable.
