Captions are burned into video even if "sidecar" export option is selected
if I select the "sidecar" captions option when exporting, Premiere Pro will burn the captions into the video AND make a sidecar file. It should only write the .SRT file out separately.

I always export my video and my SRT separately - unless I want burned-in captions. If you are exporting for YouTube or Vimeo, those platforms support adding the SRT after your upload.
Or are you looking to embed the captions into a self-contained file so that you can turn them on and off as needed? Not sure how to handle that, sorry.
