I Can't find deinterlace effect

Make sure your sequence is set to progressive scan. If the footage field order is set, and the sequence is progressive scan, premiere will automatically deinterlace it, and will do a much better job than those basic options you described from other filters. You don't need a separate effect for it. You were probably watching a video of an old version of premiere or something, or a third party effect.

Andy, that option tragic (in video). I saw in Google how to deinterlace video and there is deinterlace under effects, but actually it IS NOT. Also, I miss any add-ons for effects and tools like have other video editors in Mozilla style. I want to have in this expensive editor options for deinterlace (like Join/X/linear & etc). Check out how many options for it have VLC player. Also, that field doesn't work because I still see original interlaced video in premiere video window.

Interpret footage and set field order. Premiere will deinterlace for you.
