Captions styles
Open Captions. I need the option to use a saved text style across projects not just in the project I am working on so that I have uniformity in output - and don't have to manually apply the style for each project.
Scenerio - New Project> Create transcript in premiere pro> Create Captions>and in the Style dropdown select a style created in another project.

in the v22 (2022 version) of premiere. When you create a Caption Style it saves it in the root project bin. If you copy that style file across your projects or save it in your template project then you will have that style available across any project.

You will need to import the saved style into each project presently. But your suggestion of having those styles available across all your projects is very valid. In the mean time this is how you can get it done.
1. Save the track style in the essential graphics panel
2. The style gets saved in your Project Panel
3. Right click on the style in the project panel and choose "Export Text Style"
4. Import that file into subsequent projects before creating captions
5. Choose the stlye in the Create Captions dialog
