Can't open projects while Mercury Transmit is on
From a fresh startup of Premiere, opening any project results in an everlasting beachball of death while Mercury Transmit is on. "Easy" workaround is to do a clean launch of Premiere (don't open from a .prproj), disable MT, then open the project, then re-enable MT. It's very irritating, especially since I work on 2-5 different projects every day, and has been happening to me since PrPro 15.
MacOS Big Sur 11.4
Mac Pro (2019) 16-Core, Radeon Pro Vega II Duo, 128 GB RAM.
Two DELL U2719DCs (2.5k, USB-C), and a LGC9 65" (4k, HDMI).
Occasionally I'll use Blackmagic's DeckLink Mini Monitor 4k, for SDI+HDMI output, but I usually leave it disabled for Mercury Transmit.

everytime i launch the app, everytime, before opening project, goto pref, uncheck mercury transmit - sad that it's a true testament of the extra keystrokes too often entwined into Premiere - I love the app but some parts of this relationship
- ugh ugh gack

I've been experiencing this exact issue on my new M1 Max Mac Studio - Monterey 12.4, but only on Premiere v15.4.5. I don't seem to be getting the same issue with a simple test in v22.5.0, but I still need to work v15 for an outgoing feature project that I don't want to update. I didn't have the same issue on my last system, a 2015 iMac.
I've been having this same issue for some time. iMac Pro (2017) 3.2 8 ZCore Xeon, 32GB RAM Radeon Pro Vega 64 wt 16GB VRAM Two Acer B273H monitors, plus the iMacs Monitor
