Hi Rashid Williams,
Sorry for this issue. If you are using 4:2:2 10 bit media files, we have enabled Hardware Acceleration decode of HEVC/H264 4:2:2 10 bit on Mac ARM systems in the latest Premiere Pro Beta builds. This means that your import performance for files that use this codec will be faster.
Please download the latest Premiere Pro Beta build from Creative Cloud --> Beta apps --> Premiere Pro (Beta)

Yes, the program requires this in order to work smoothly and without worrying about viewing frames. I fully support it. What is the peculiarity of decoding in the FCX program? Why not make Premier the fastest program for rendering and cursory viewing of clips on the timeline forward and backward. Now it is generally a problem to rewind the video in the opposite direction.
