Stuttering Video Playback Due to Incorrect Audio Input Settings
On Windows 10 PP2021, any video file would stutter in playback.
Seems to have been due to a mis-configuration between the microphone input capability on my system and the configured of audio sample rate and bit depth on the mic input.
Originally, on a fresh install, premiere defaulted to:
Input - 2 ch 32 bit 44.1kHz
Output - 2 ch 32 bit 48 kHz
Setting input to "No input" resolved the playback issue with output set to the above 32bit-48kHz setting.
Matching input and output to:
2 ch 24 bit 48 kHz
Resolved the playback issue as well.
Again, seems that premiere sets the microphone input to an incorrect value that the system isn't capable of and causes a stuttering playback issue.
Since 24bit-48kHz is the tv/film standard for what is considered high-quality audio, please default Premiere to those settings.

Dear Adobe, What the actual F. I have never had a problem so convoluted, irrational, or stupid in my life. How, after a DECADE of taking my money, is this an issue?? I have never in my life used an audio input in Premiere, and nearly lost it after hours of stressing that I somehow had lost or corrupted half a week of footage. Thank god other people had this stupid issue and figured it out. Get your **** together. This is a ridiculous bug, that at the bare minimum, should have some pop-up warning of what the issue and solution is. If the system is seeing mismatched framerates from different sources, F'KING ANNOUNCE IT!!!

Today discovered the same issue with stuttering Playback in Premiere Pro v. 22.0.0
Works perfect again when the Audio Input Device is set to none.
