Use Previews not working Premiere 2021
My whole timeline's previews are rendered using ProRes 422 HQ and no matter what I export or how, it's rendering everything again making my exports really slow. It's getting hard to explain this to clients.

Still broken. The only way i can use previews it seems is if I use the "Smart Render" function. As in outputting a rendered ProRes422HQ timeline using "match sequence" and then rendering it out to another ProRes 422HQ.
I don't know why it doesn't use previews for output outside of the smart render feature. Its very frustrating. This feature has been broken on and off for a number of years you never know when updating premiere which features will still work and which ones are going to be broken.
We've found a workaround: render your timeline, then change your project settings to Mercury Playback Engine Software Only. You can then export using previews to H.264 and other codecs as you would normally and get fast exports.
Then change your project settings back to Mercury Playback Engine GPU Acceleration to continue editing.
It's frustrating. Adobe please fix!

This is extremely frustrating. Almost every part of a dynamic link / render preview workflow is broken these days. Either the preview files go offline / red, requiring a re-render, or premiere refuses to use them on export. Its maddening.

Even in Premiere 2020, all MP4s after V14.6 will be re-rendered from the effect.
I'm still using v14.5.
In v14.6, even if I export a ProRes sequence with ProRes, it is re-rendered.
It was fixed in v14.7, but it was re-rendered in MP4,
All subsequent versions are NG.
Also, the bug of re-rendering parts that use certain effects hasn't been fixed for quite some time.
Especially scenes with essential graphics
● When using responsive design (position) with essential graphics
● When vector motion is set to a parameter other than the default
● When using the track matte effect
● When there is a nested sequence that includes even one of these
Will YouTuber fix it if it doesn't matter?

I can't get "Use Previews" to do anything under any circumstances anymore. "Match Sequence Settings" and/or exporting in the same format as the timeline preview settings doesn't even do the trick these days. It used to sometimes work (though never consistently), now it just does not work.

Same here in Premiere 2021 (v15.2) : it seems to work when exporting in the same codec as the timeline, however, if I export a rendered ProRes timeline with loads of effects in MP4, Premiere don't use the previews to convert to MP4, instead it all re-renders the effects to export to MP4. Very annoying and it wasn't the case in Premiere 2020
