Update API to allow 3rd party software to assign shortcuts to transition presets
In case you haven't heard yet, the Excalibur plug-in (https://knightsoftheeditingtable.com/) is revolutionizing editing in Pr! While it can do many things, over a dozen of which are in response to FR users have been requesting for years, one of the things it cannot do is assign keyboard shortcuts to transition presets, due to a limitation in Pr's API.
It would be wonderful if the API could be updated to allow this, given that it already allows 3rd party plug-ins such as Excalibur to assign shortcuts to any effect, effect preset or transition.
We know (and love) the Knights, thanks!
For consistency, PPro maintains control of its keyboard shortcuts, letting panels override them only when active; this is unlikely to change.

Even though Pr maintains control of its keyboard shortcuts as you say, Excalibur IS able to assign keyboard shortcuts to effects, effect presets and transitions despite this. So why not transition presets as well? It's an unfortunate limitation I was hoping could be solved on your end.
If the Pr team has no intention to change this, would it be possible for the Pr team to solve the request itself? After all, the request for the ability to assign keyboard shortcuts to any effect(preset) or transition(preset) is a long standing one and it stands to help every single Pr user, rather than just some select editors as so many of the niche tools introduced recently do. Even though shortcuts can already be assigned through Excalibur, this is something that Pr should offer natively since so many users stand to benefit.
