Pull up and Pull down for Transmit
Playback options should include the option to pull up (from fractional to non-fractional frame rates) or pull down (from non-fractional to fractional frame rates) for display in transmit.

The frame rate of a given sequence or piece of media is determined in sequence settings, or footage interpretation.
Why would it be desirable to have only the transmit display, use incorrect frame rates?

Bruce, thanks for your response. However I don't understand your question. This is not a request for "incorrect" frame rates.
I'll restate the request in broader terms.
Currently, it is unclear how Premier handles the display of fractional frame rates: how is 23.98fps timed for 60Hz displays (for example)? I assume there is either a hidden pull up happening (to 24fps) or some cheating in terms of adding frames. (The timing irregularities can be quite apparent on computer displays with certain types of footage ... but that is another issue for another time.)
Computer displays tend to have non-fractional refresh rates. I/O hardware and video displays are more likely to have fractional frame rates alongside non-fractional.
If I am working with a fractional frame rate project (for example shot at 23.98 with 23.98 timelines), it would be good to have the option to pull up those timelines to 24 (for display on computer monitor or via mercury transmit to other hardware), in those cases where I only have access to non-fractional display.
Likewise, if I am working with a non-fractional project (say 24fps media in 24fps timelines) and have preferred access to fractional displays for whatever reason, it would good to have the option ot pull up for display.
In both cases it is unreasonable to expect to reconform an entire project (setting footage to be re-interpreted, re-setting timelines which number dozens or hundreds) for display when switching systems.
