BUG [V14.6]: Adding video tracks on timeline is impossible on older projects
OLDER PROJECTS: On timeline, if I try to add video track (right click menu), or dragging clip to create new video track > CRASH. Latest version 14.6 on windows 10.
NEW projects work normally, so it's ALL older projects created with previous premiere versions.
Nice work updating, again... changing back to previous version.

The same issue for me. Common Adobe, solve this problem.
Some news here. It seems that this bug could be related to control surfaces.
I tried to remove my 2 control surfaces (BCF2000 & Loupedeck+) as suggested and I can again add tracks (not tested further because I need my control surfaces)
As soon as I got a control surface declared, Premiere crashes when adding a new track.
Please Adobe correct this ASAP. Going back to 14.5

Same problem here with old project (14.5). With a fresh project I can add a track but impossible to delete one -> crash.

Same. Incredibly annoying. Michael's workaround does not work for me. Still crashes. How can you edit if you can't add a track?!

Just ran into this bug today as well, you can neither add video nor audio tracks by right clicking and select "Add track" PP crashes everytime,. This is consistent behavior on all projects. The only way to add tracks is to right click and select "Add tracks..." and then select the tracks you want to add. This is a reasonable workaround but annoying none the less. This is a new bug fior 14.6
