Hand tool in Effect Controls Panel!
The hand tool is... well, handy!
So why can it be used in the Timeline and in the Program/Source Monitor but not in the Effect Controls Panel? It would be extremely handy to be able to move around the ECP's Timeline View with the hand tool!
Perhaps the hand tool could also get around a clip's visible limits with a keyboard modifier such as Ctrl:
Click drag = move around up to edges of visible portion of clip
Ctrl+Click drag = temporary toggle to move around past the portion of the clip that is visible in the sequence.
This would be handier than having to turn Pin to Clip on/off!
Can we just get this sorted already? And while you're at it, make zoom and pan toggle like in Photoshop etc. So when you release zoom or pan, it switches back to the previously used tool ready for editing etc.

Update: It would be great if the hand tool could also be invoked in the ECP, Timeline and Source/Program Monitors by click-holding a mouse's middle button (i.e. clickable scroll wheel)!
The scroll wheel already provides outstanding functionality in the Timeline:
Scroll = move Timeline horizontally or vertically, depending on setting in Timeline tab of Preferences window
Ctrl+scroll = moves Timeline in the opposite direction set in Timeline tab of Preferences window
Alt+scroll = zoom in/out of Timeline
This functionality is FANTASTIC! So why not implement it every part of Pr that is relevant?
Alt+scroll = ZOOM (not just in the Timeline, but in the ECP, Program Monitor, Source Monitor and in Project window to adjust zoom size of icons and thumbnails)
Click+move = temporary hand tool (in the Timeline, Source/Program Monitors to move around a zoomed in image, ECP and Project Window to move up/down a list of assets without needing to click on the vertical scroll bar)
Sounds like I need to submit a new FR for all of this! ;)
