Drag clip / spacebar issue
I use an external monitor in my Dell G7 and my Premiere started to have issues after the last update. When I start Windows 10, open PP I can't drag a clip in the timeline or even from the other window. I also can't use spacebar to play a video preview, it just doesn't work. I have to resize Premiere to the laptop screen only, to solve it. Then I can now use both screens again.
There is another bad solution that is to close PP and open again holding the ALT key until the preferences reset window opens. Resetting preferences the issue is gone but it will come back after Windows restarts.

FYI, the issue mentioned below is now fixed in Premiere Pro 14.6, which just shipped and is available for download.

This sounds like it may be the issue with undocked panels and/or across multiple monitors as described at https://community.adobe.com/t5/premiere-pro/faq-how-to-solve-issues-related-to-undocked-panels-in-premiere-pro-v14-5/td-p/11529321?page=5
If so, this issue should be fixed in Premiere Pro 14.6 Beta build 045, which is now available for download in Creative Cloud.
