WARP STABILIZER: Prevent "New Frames Need Analyzing" from appearing in exports!
When PP decides to forget it has already analyzed a clip. Just re-analyze it as part of the export process - don't export with the banner saying "new frames need analyzing"

There is an extension for Premiere Pro, that allows re-analysis of all clips before exporting. It's called Batch Stabilization Analysis for Warp Stabilizer.
There is also a tutorial on this topic:

Why is this still an issue? How hard is it to have a dialogue box appear indicating that there are frame that need to be analysed? Does anyone actually test this software?

I have had a couple of projects where I missed the sign on preview cuts, and my clients asked me what that blue sign was. I hope I haven't DELIVERED a project with it too.

Agreed. This issue does not show up on the render bar as un-rendered (i.e. yellow or red), and there is no warning - as with missing media - that persistent errors exist before rendering or even after rendering.
