BUG: Premiere 14.3.1 - Selecting Level 5.2 in h.264 MP4 export leads to strange settings

Selecting Level 5.2, (needed for 2160p60), in Encoding Settings means that Hardware Encoding changes to Software Encoding. Reselecting Hardware Encoding results in a message saying that "Your system doesn't support hardware acceleration". However this doesn't happen in any other level, including 6.0 and above.
What I've also noticed is that in all other Levels, under "Bitrate encoding: VBR, 1 pass" you only have a Target Bitrate, but with 5.2 selected you also have a Maximum Bitrate option, which is what you'd normally only get with "VBR, 2 pass". So it looks like with Level 5.2 selected Premiere gives you the options of a 2 pass encode, even if you've selected 1 pass, (software only & Maximum bitrate).
This bug seen in 14.3.1, 14.2, and possibly earlier versions.

This happens the same on multiple machines, but if you want a flavour:
MacPro with RX580
iMac with Radeon Pro 580
2018 MacBook Pro with Radeon Pro 555XI've attached a preset but it will also exhibit the problem with "Same as source" if you have a 2160p60 timeline. The second Level 5.2 is selected it goes to software rendering and it's clearly doing a two pass encode even though single pass is selected.

With the imminent release of the PS5 and Xbox Series X 4K files are in high demand and this bug is killing delivery times for my company. Please do address this as soon as possible...
