SCC import result in fixed timebase 29.97
When importing a scc file on a video we see that at the end of the video the key's don't match. Changing the source settings of the scc file to 25 fps doesn't change this while we would expect that this should solve the problem.

This bug is not only with MCC, it is with all kind of captions. Unfortunately if the project is 24.976 or 29.97 or 59 fps, this bug will apear.

Hi,
It seems that closed caption formats don't have a timebase parameter. Therefore logically we should be able to define the timebase in Premiere Pro.
I generate this SCC file myself out of metadata of a QC system.

Hi, Gino. Sorry for the hassle, but as things currently stand we will only ever interpret SCC files as 29.97 (and arguably any files that have a different timebase are out of spec, though the situation's a bit fuzzy). Out of curiosity, where did you get these files from? Thanks!
