Add a checkbox to "lock" a non-uniformly scaled asset
Currently, if i add a transparent png in front of my footage, i can uncheck "Uniform scale" and independently adjust the width/height sliders to make it, say, short and wide. But after choosing that scale ratio, i can't "lock" that ratio, and proportionately scale the thing up and down. i have to fussily tweak the width. height, and x/y position sliders a lot to get it where it needs to be, at the proper non-uniform scale.
In other Adobe products like Animate, if i drag the edges of the gizmo, i can non-uniformly scale the object. And if i drag the gizmo's corners with a modifier key held down, it "locks" the proportions and scales the object up or down.
i don't use the gizmo in Premiere, but toying around with it now, i see that the modifier key (CTRL on Windows) doesn't do anything while scaling the corners, and holding the SHIFT key actually reverts it to a uniformly scaled object... so i guess that's the equivalent of re-checking the "Uniform scale" box in the Effect Controls panel.
i think that to harmonize with other software, and to give ppl more and better control, the Effects Control panel needs a "Lock proportions" check box. When it's checked, you can tweak the Width slider and the Height will automatically scale along with it, in the proportions you've set. And likewise, drag the Height slider and the Width slider scales proportionately along with it. And the gizmo should be updated so that you can hold down CTRL (or the Mac equivalent) when dragging the corner to scale it with the proportions you've already set.
If you want this to happen more invisibly with fewer checkboxes, then maybe the user can hold CTRL while dragging the Width or Height slider to have the other slider follow suit.
