Fix reliability of In/Out ripple delete, and In/Out Copy Pating
As a user that is coming from Avid, I find the functions that works with In/Out markers to be very unreliable.
I don't know why it happens, but copy pasting using In/Outs work only half of the time. The other half of the time, the material selected doesn't populate the clipboard. The consequence is when I paste, I end up pasting the previous, sometimes quite old, clipboard content. Even if I make sure to De-select All, and try slowly many time, it simply refuses to copy. The only way I can get to copy to work is foregoing the In/Outs method and use the longer route of Adding Edits and Selecting instead.
A similar problem is trying to Ripple Delete a segment using In/Out marks. It sometimes just refuses to work although everything is set up well.
In conclusion, there seems to be something unreliable with the way Premiere handles In and Out markers. It seems they can be visually on the timeline, but "invisible" for Premiere under the hood.

i can't quite nail down a set of steps for this one, but it seems like what's happening is that at some point, some memory buffer somewhere fills up, and i can no longer copy transitions to the clipboard. This happens more often when Premiere Pro has been open for a few hours, so i suspect a memory leak or error. But it's weird, because i can go into other software and copy/paste things with no problem. It's only transitions, and only in Premiere Pro, that are affected.
