Make The Program Files Essential Graphics folder Work
The folder C:\Program Files\Adobe\Adobe Premiere Pro CC 2019\Essential Graphics is created by the 13.1.4 installer, but Premiere doesn't load mogrt files from this location. The %AppData% folder was changed to "Motion Graphics Templates" in 12.1, so they might have forgotten to change over this folder too. Creating a folder called "Motion Graphics Templates" doesn't work.

For others viewing this comment, you can add folders as Additional Folders, and this setting is stored in the profile in the Documents folder so it would be portable if that folder is moved between computers. The new folder was created to fix a crash that would happen when Mogrts made in newer versions of AE would load in PR. But, we didn't want to destroy any mogrts you might have in your collection, so we don't delete the original folder, or make Mogrts inaccessible by versions of PR before 12.1... 12.0 still needs to "talk" to /Essential Graphics folder.
The new "Motion Graphics Templates" re-creates all of the Mogrts we ship with and if you move your custom Mogrts into the new folder, they will be available to you again in versions of PR 12.1 and after.
We also added the ability for users to add custom paths to folders of Mogrts in 13.0 which you can point to folders saved locally or on a server. Click on the hamburger menu in the Essential Graphics Panel and select "Manage Additional Folders" to get going. :)
If you do not have 11.1 or 12.0 version of PR installed and if the 13.1.4 installer is still creating the Essential Graphics folder from scratch, that sounds like a bug.
