We MUST be able to reorder audio effects in the Effect Controls panel
Premiere Pro 13.1.
It appears it's not possible to reorder audio effects applied to a clip any more. I'm sure this used to be possible.
I can only assume this is a critical BUG that no one has noticed yet.
Please give us back the ability to reorder Audio effects.
It's UTTERLY critical that we can do this.
Edit: I talked to support and they noted that we can cut and paste the effect into a new position. Whew. This is a reasonable work around.
But the inability to drag and drop really looks like a bug, since the cursor changes, and the lines under each Effect change, clearly indicating that dropping here is an option.
It works in the Video Effects section so no idea why its not working here.

Also having this issue. The workaround is not a complete solution, as it still doesn't always place things in the desired order. Especially painful when trying to copy multiple audio effects from one clip to another.

I am having this problem too. os x 10.13.6. premiere 13.1.5 build 47. this was definitely possible in older versions.

Yes, really frustrating! PPro 13.1.4 Build 2 still has the problem.
