BUG: Program monitor turns black when any video/image is scaled to 0 with the 'Transform' effect
I've found a bug where the program monitor feed (and resulting exported video) turns blank (completely black) when the transform effect is applied, the scale within the transform effect is set to 0, and the 'shutter angle' value is above 0 without the 'use composition shutter angle' value checked.
Often times I like to animate graphics scaling up from 0 with the transform tool in order to get motion blur. I've noticed this issue started happening with the new release of cc2019. This should be fixed, as the previous versions of the program did not have this issue.
To recreate bug:
1. Put a video clip on layer 1
2. Put a video/image clip on layer 2 directly above the clip on layer 1
3. Apply the 'Transform' effect to the clip on layer 2.
4. Set scale to 0 inside the transform effect
5. Uncheck 'use composition's shutter angle'
6. Increase the 'shutter angle' value to anything above 0
This will result in the program monitor being completely black/empty.

same here, switching to Mercury OpenCL also works for me

Thank you for the report! It appears that there are some issues with the Transform effect with GPU Renderers (eg: CUDA, OpenCL, Metal). This is being investigated.
A possible workaround is to set the Renderer to Software Only (File menu > Project Settings > General > Renderer > Mercury Playback Engine Software Only)
