Bug: Ruler "Guides" are offset and misplaced when viewing Program monitor full screen (Ctrl + `)
After using guides on a normal Program monitor window...
Guides appear to be offset and misplaced when trying to view playback in "fullscreen" mode (Ctrl + ` on Windows).
The blue lines are shifted up and to the left by a significant amount.

Same problem here.
I would also add that it might be helpful to have the rulers just turn completely off when you enter full screen view, as a quick way to see your program without guides on

Exact same problem here. Just updated to 13.1.2 (build 9) today.
Guides that are transmitted via Mercury transmit are completely off (shifted up and left) on a broadcast monitor.
Sorry for the delay in the reply. I don't believe this is a beta version. I am running v13.1.2 (build 9). My display setup is dual 2560x1440 monitors running on a GTX 1060. No display scaling enabled. Win 10 Pro.

On a possibly unrelated note, I often receive a "direct draw 2d" error in Audition when using GPU accelerated GUI drawing, as well as sluggish Premiere GUI performance in general.
We had a win only bug like this during development but it was fixed before Pr 13.1 (the version with Rulers & Guides) released publicly. You're not somehow on a beta build are you?
If not, can you tell me a little bit more about your systems Display Settings and perhaps your GPU info? Also, one thing to watch out for on Win... If you use Display Scaling in Win 10 (Settings > Display > Scale and layout) you will sometimes see display problems in certain apps on certain hardware.
