BUG: Premiere 2019 13.1 -- Not Using Previews on Export
When a completely rendered timeline is sent to export and "Use previews" is checked, AE CPU usage should 0 when exporting dynamic links that are rendered in the timeline.
What happens: Export goes really slow even though I already rendered the entire timeline.
-Smart rendering works corrected (match sequence settings etc)
-Media encoder seems to use the preview files just fine.
What doesn't work:
Directly exporting from Premiere to another format (h264) when using "use previews" of a rendered timeline. After Effects spins up in Task Manager and the render time starts to go up.
Possible culprit: I am using the "Dynamic Link with After Effects uses Project Name with Highest Number" option and that is my guess as to what is throwing premiere off and causing it to re-render all the comps again....I haven't tried turning that off yet but it has caused problems in the past.
Workaround: Export through media encoder.

Same exact issue here! 13.1.5. Exporting through Media Encoder solves the issue
