FIX - Ultra Key color picker on Windows 10 PLEASE!!!!!!!!!!!!!!!!!!!
Just switched from mac to Windows 10. Running Premiere Pro 13.0. Color picker in Ultra Key does not work...at all! Doing a lot of googling and see this has been an ongoing problem for quite some time. Why is not fixed yet? I've tried all suggestions for fixes that seemed to have worked for others...and nothing. Yes, the Photoshop work around kind of works but SERIOUSLY?!?!?

I had the same problem. I am using multiple monitors linked to my laptop. I moved Premier Pro window to my laptop screen and used the pippete and it worked. (As per below people)

As Claudia Tyler mentioned - it was the dual monitor issue for me, drag effects control panel to other monitor and I was able to select the green colour

Solved for me... the first time I fixed it, I had to switch to make sure the monitor I was using for Premiere Pro was the "main, #1" display (if you are using more than one monitor.) The second time, that did not work for me, not sure why, so I unplugged the larger monitor from my laptop so now I was only using the monitor on my laptop. That worked.

Just updated to 2021 premiere - didn't have this problem before. The colour picker next to key colour won't work on any of my screens. However, clicking in the colour opens the colour list with another pipette - this does work, but can still be twitchy.

Solved! Might be It happened to use external monitor.
To solve the issue you have to do a premiere pro moved on the main screen and close the app. Then click the app icon again to open. and at the same time hold down Shift-Alt (Windows) or Shift-Option (Mac OS) while the application is starting. Release the Shift-Alt keys or Shift-Option key when the splash screen appears. Hope it will work. Thanks -

Doesn't matter which monitor. Still doesn't work. Crazy thing is, it was working up until a day ago.
Update: got it to work. Had to pull my "Essential Graphics" panel (where the color dropper was located) away from the main Premiere window and place that separately on another monitor. Now it works. I will try that for the "Effects Controls" panel when I need the dropper there for my green screen keying.

I've been running into this issue for a while now, too. I'm on a MBP 15", 2018 using Mojave 10.14.6. It happens when on an external monitor or on the laptop's native monitor and affects pretty much all color pickers, as far as I can tell.
ETA - this is PP 2020, 14.4.0 (Build 38) but has been happening for months

I also have same issue. Effects panel is on the primary monitor which I am sampling from.

Are you using multiple monitors? Try moving the effect control panel to the primary monitor. This might be an issue with your monitor config/display card.
